Pippa Norris, 2001, Digital Divide: Civic engagement, Information Poverty, and the Internet Worldwide.

 
この本が出版されたのは、10年前のことだ。当時は、世界規模のデジタルデバイド研究書として大きな反響を呼んだ。その後、デジタルデバイドが解消に向かいつつあるために、あまり注目されなくなったが、この分野の最重要文献であることは確かだ。ノリス女史はハーバード大学教授で、専門は(国際)政治学だ。多くの重要文献を発表しており、数々の賞を受けている。→www.pippanorris.comを参照。

 分厚い本なので、読まないままでいたが、時間的余裕ができたので、じっくりと全編を読むことにしたい。この本は、インターネットが世界レベルで政治に及ぼす影響に関する、初の実証的研究である。

 本書では、デジタルデバイドを3つの次元からなるものとして捉えている:

(1)グローバル・デバイド:先進国と途上国との間にみられるデジタルデバイド
(2)ソーシャル・デバイド:国家の中での情報リッチと情報プアーとの間のデバイド
(3)デモクラティック・デバイド:公共的な世界でデジタル情報資源を活用し、政治参加に役立てている人と、そうでない人の間のデバイド

(1)グローバル・デバイド

〔原文〕 The UN Development Report argues that productivity gains from information technologies may widen the chasm betweeen the most affluent nations and those that lack the skills, resources, and infrastructure to invest in the information society.

〔原文〕 Yet at the same time digital networks have the potential to broaden and enhaunce access to information and communications for remote rural areas and poorer neighborhoods, to strengthen the process  of democratization under transitional regimes, and to ameliorate the endemic problems of poverty in the developing world.

〔原文〕 Equally important , many official agencies have expressed concern about the development of a widening digital divide within societies.  Technological opportunities are often unevenly distributed, even in nations like Australia, the United States, and Sweden at the forefront of the imformation society.

〔原文〕 The debate divides cyber-pessimists who emphasize deep-seated patterns of social stratification and the growth of an unskilled underclass in technological access, cyber-skeptics who believe that technologies  adapt to society, not vice versa, and cyber-optimists who hope that in affluent postindustrial societies, at least, the digital divide will eventually succumb to the combined forces of technological innovations, markets , and the state.

〔原文〕 Given substantial inequalities in the old masss media, it would be naive to expect that the Internet will magically transcend information poverty overnight. The more intriguing series of questions addressed by this book concern whether there are special barriers to digital technologies, such as their greater complexity or costs, and whether relative inequalities in Internet use will be similar to disparities in the penetration rates of older communication technologies.

〔訳〕旧来のマスメディアにおいても実質的な不平等が存続しているという現状を考えると、インターネットが情報の貧困を一夜にして魔術的に乗り越えるだろうと期待するのはナイーブすぎるだろう。本書で提示する、より興味をそそる一連の設問は、デジタル技術に対する特別の障害があるかどうか(例えば複雑さたコストの増大など)、そして、インターネットの利用における「相対的な」不平等が旧来のコミュニケーション技術の普及率格差と同様のものになるかどうか、に関するものである。

(3)デモクラティック・デバイド

〔原文〕 The last challenge, and perhaps the most intractable, concerns the potential impact of the digital world on the distribution of power and influence in political systems. There is growing awareness that a substantial democratic divide may still exist between those who do and do not use the multiple political resources available on the Internet for civic engagement.

〔訳〕最後のチャレンジ(そして、おそらくもっとも手に負えないこと)は、デジタル世界が政治システムにおける権力の分布や影響力に対してもつ潜在的インパクトに関する事柄である。実質的なデモクラティック・デバイドが依然として、市民の政治参加にとってインターネット上で利用可能な複数の政治的資源を利用する者と利用しない者の間で存続するかもしれない、という懸念が増大している。

<本書の概念的枠組み>

本書はインターネットと政治参加に関する包括的な概念枠組みに基づいて執筆されている。その枠組みは、ノリスによれば、次の図のようになっている。きわめて包括的なモデルであることがわかる。

〔原文〕 The national context, including the macrolevel technological, socioeconomic, and political environment, determines the diffusion of the Internet within each country. The instututional context of the virtual political system provides the structure of opportunities mediating between citizens and the state, including the use of digital information and communication technologies by governments and civic society. Finally, the individual or microlevel of resources and motivation determines who participates within the virtual political system. 

〔訳〕「国家」の文脈は、マクロレベルの技術的、社会経済的、政治的環境を含んでいるが、各国におけるインターネットの普及を規定している。バーチャルな政治システムという「制度的」文脈は、市民と国家の間を媒介すjる機会の構造を提供している。これには、政府や市民社会による情報通信技術の利用を含んでいる。最後に、資源や動機づけという「個人」あるいはミクロレベルは、誰がバーチャルな政治システムの中で参加するかを規定している。

※※ 本書が出版されたのは、2001年である。それから10年。インターネット世界の進歩は目を見張るばかりだ。とくにアメリカでは、大統領選挙でもオバマ氏がインターネット、とくにソーシャルメディアをフルに活用し、市民参加型の選挙を推進したことは、記憶に新しい。したがって、ノリス氏の本書に収録されているデータは、いまとなっては古くなっているものが多いことは否めない。ただし、本書で指摘されているようなグローバル・デバイドは、依然として大きなものがあり、参考にすべき点は少なくないと思われる。10年後のデジタルデバイドの現在はどのようなものか、それは読者であるわれわれ自身が検証すべきところだろう。
